Vic Lucero and Gus Liloan grew up in an exclusive boys' school in Manila and remained friends until Gus went to America and the two lost touch. When they next meet in 1973, Vic is a henchman of the general tasked by the brutal dictator Ferdinand Marcos with enforcement of Marcos's whims and caprices. This incenses Gus and the two go their separate ways.
After the People Power revolution in 1986 that toppled the Marcos tyrannical government, a posse is formed, assigned with the job of catching the soldiers who had been the main instruments of torture of Marcos's perceived and real enemies.
The rest of the book relates what happens to both the posse and the ex-soldiers during a cat-and-mouse chase. It also tracks the life of Gus as he makes his odyssey back to the Philippines.
